Guidelines



Section –A
1. Background:
In accordance with the provisions of sub-section (1) of section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NCTE) has laid down the minimum qualifications for a person to be eligible for appointment as a teacher in class I to VIII. One of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools is that he/she should pass the Teacher Eligibility Test (TET). Based on this, the state will conduct Chhattisgarh Teacher Eligibility Test.

2. Provisions for Teacher Eligibility Test:
i.This exam will be treated as one of the criteria for the appointment as a teacher. It should not be considered as the appointment order for the post of teachers.
ii. This will be compulsory criteria for recruitment of teachers in all those schools which are mentioned in clause 2 (n) of Right to Education Act, 2009.
iii. Separate exams need to be given for Primary and Upper primary
iv. Minimum 60% marks is required to qualify the exam.
v. As per the prevalent State Govt. service examination rules, reserved category candidates belonging to the Schedule Tribe, Schedule Caste, Other Backward Caste will get a relaxation of 10% and will require minimum 50% marks to qualify the exam.
vi. The marks obtained in this exam may be used as weight age while recruitment of teachers. Decision regarding the weight age will be taken by the recruiting authority.
vii. Once qualified by the candidate in this exam, the validity will be maximum for seven years.
viii. Candidate once qualified in the exam may again appear in the same to improve the marks.
ix. Candidates who obtain minimum required marks for eligibility, will be awarded a TET Certificate which has to be produced while recruitment. All other candidates will be given the mark list only.


3. Eligibility for appearing in Teacher Eligibility Test:
(1) Candidates have to appear in two different exams for becoming eligible for teaching in primary and upper primary level. Minimum qualification for these exams is as follows:
(i) For teaching in classes one to five
(a) Senior Secondary (or its equivalent) with at least 50% marks and a 2 year Diploma in Elementary Education (by whatever name known)
Or
Senior Secondary (or its equivalent) with at least 45 % marks and a 2 year Diploma in Elementary Education(by whatever name known), in accordance with the NCTE (Recognition norms and procedure), Regulation 2002
Or
Senior Secondary (or its equivalent) with at least 50 % marks and a 4 year Bachelor of Elementary Education (B.El.Ed.)
Or
Senior Secondary (or its equivalent) with at least 50 % marks and 2 year Diploma in Education (Special Education)
Or
Graduation and two year Diploma in Elementary Education (by whatever name known)
Or
And
(b) Pass in Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with Guidelines framed by the NCTE for the purpose
(II) For teaching in classes six to eight
(a) Graduation and 2 year Diploma in Elementary Education (by whatever name known)
Or
Graduation with at least 50% marks and one year Bachelor in Education (B.Ed.)
Or
Graduation with at least 45% marks and one year Bachelor in Education (B.Ed.) in accordance with the NCTE (Recognition norms and procedure), Regulations issued from time to time in this regard
Or
Senior Secondary (or its equivalent) with at least 50 % marks and a 4 year Bachelor of Elementary Education (B.El.Ed.)
Or
Senior Secondary (or its equivalent) with at least 50 % marks and 4 year B.A./B.Sc.Ed. or B.A. Ed./ B.Sc. Ed.
Or
Graduation with at least 50% marks and 1 year B.Ed. (Special Education)
Or
With D.Ed. (Special Education) or B.Ed. (Special Education) qualification shall undergo, after appointment an NCTE recognized 6 month Special Program in Elementary Education.
And
(b) Pass in Teacher Eligibility Test (TET), to be conducted by the appropriate Government in accordance with Guidelines framed by the NCTE for the purpose
(2) Diploma/degree recognized by National Council for Teacher Education will be considered for this exam. For the Diploma in Education (Special Education) and B.Ed. (Special Education), curriculum recognized by Rehabilitation Council of India will only be considered.
(3) With Graduation with at least 50% marks and B.Ed. qualification or with at least 45% marks and 1 year Bachelor in Education (B.Ed.), in accordancwe with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard shall also be eligible for appointment to class 1 to 5 upto 1st January, 2012, provided he/she undergoes, after appointment, an NCTE recognized 6 month Special Program in Elementary Education.
(4) With D.Ed. (Special Education) or B.Ed. (Special Education) qualification shall undergo, after appointment an NCTE recognized 6 month Special Program in Elementary Education.
(5) Those who are registered in the teacher education course and in the process of completing the course recognized as per the notification by N.C.T.E. or R.C.I.
(6) As per the notification issued by GoI, Ministry of Human Resource Development, Department of School Education & Literacy, New Delhi dated 26th August, 2011, minimum professional qualifications for teacher recruitment is relaxed with certain conditions under the clause 23-2 Right to Children to Free & Compulsory Education Act, 2009. As per this notification, those who posses the required educational qualification as mentioned above and pass the Teacher Eligibility Test, have to gain the required professional qualification (D.Ed./B.Ed.) within two years from the year of recruitment as a teacher. GoI has given this one time relaxation till 31st March, 2014.
(7) Reservation policy: Relaxation up to 5% in the qualifying marks shall be allowed to the candidates belonging to reserved categories, such as SC/ST/OBC/PH.
(8) The minimum qualification norms referred to in this Notification apply to teachers of Languages, Social Studies, Mathematics, Science etc. In respect of teachers for physical education, the minimum qualification norms laid down for Physical Education teachers shall be applicable. For teachers of Art Education, Craft Education, Home Science, Work Education etc., the State Govt and rules decided by other management will be applicable till the NCTE decides the minimum qualifications for the same.

Section –B
i. Questions asked in TET will be Multiple Choice Questions (MCQs), with four alternatives for each question.
ii. Each paper will be of one and a half hour duration and total 150 questions will be asked. Each question will be of one mark. There will be no negative marking on wrong answers.
iii. There will be two papers of the Teacher Eligibility Test. Candidates qualifying the first paper will be eligible for teaching in classes one to five. In the same way, candidates appearing and qualifying the second paper will be eligible to teach in classes 6 to 8th.
iv. Candidates having required qualifications for both the papers can appear in both the papers.
v. All the questions will be asked in two languages (Hindi and English).
vi. First language will be decided by the State Govt. (Hindi/English) and the second language will be General English/ General Hindi.
vii. Subjects and marks for both the papers are as follows:



First Paper (For eligibility to teach in classes one to five) All papers compulsory
1. Child development and Pedagogy -30 MCQ–30 marks
2. Language -1 : 30 MCQ–30 marks
3. Language -2 : 30 MCQ–30 marks
4. Math : 30 MCQ–30 marks
5. Environmental Education : 30 MCQ–30 marks
Total -150 MCQ–150 marks



Second Paper (For eligibility to teach in classes six to eight)
6. Child development and Pedagogy (Compulsory) : 30 MCQ–30 marks
7. Language -1 (Compulsory) : 30 MCQ–30 marks
8. Language -2 (Compulsory) : 30 MCQ–30 marks
9. Subject-based Exam (Any one from below)
9.1 Science and math teachers : 60 MCQ–60 marks
4.2 Social Science teachers : 60 MCQ–60 marks
4.3 Any other subject teachers : Any one from 4.1 or 4.2–60 marks
Total- 150 MCQ–150 marks
